In general, that is what I learned:

Follow people who like recent pictured of your competitors.
Copy competitors hashtags and use it with your posts
Do shoutouts with other growing accounts
Look for niches that correlate with yours. Find accounts in those niches and persuade them into a shoutout deal. Often, these would be new people that are not part of your competitors follower base.

A couple of steps in the process:

Fill an empathy map of your ideal customer. Create landing page that sells to him/her.
Figure out what accounts on IG this person would follow.
Reach out to those accounts and ask for a sponsored post (or swipe up story)
Wait until 50-100 people sent from those accounts check out your landing page.
If you have 1-3 sales, you can build a business. With sales funnels in place you should be able to increase the conversions tremendously. (At least that's what I hear.)
